必要以上にその場にとどまったり、理由もなく周辺をうろついたりすること。

Usage Notes (Japanese)

「linger around」はカジュアルで、去りたがらない人やなんとなく周りにいる人によく使う。'linger around the entrance' などが例。'loiter' ほど否定的ではなく、待っている場合にも使う。
