空中で同じ場所にとどまること。鳥や虫、ヘリコプター、ドローンなどがよくします。また、近くでいつもいることも意味します。

主に虫、鳥、ヘリコプター、ドローンなどに使います。IT分野ではマウスカーソルを重ねる意味もあります。「hover over someone」は比喩的表現。
