災害や戦争などの危険から、やむを得ず住んでいた場所を離れた人々のこと。

Usage Notes (Japanese)

「避難者」は新聞やニュース、公式な場面で主に使われます。個人よりも集団を指す場合が多いです。自主的に移動した人には通常使いません。
