布に糸で模様を縫い取ること。また、話に少し誇張や装飾を加えること。

Usage Notes (Japanese)

手芸では本物の刺繍に使い、比喩的には話を面白く、やや大げさにする表現です。「話」「事実」との組み合わせがよくあります。『decorate』『exaggerate』とは用途が異なります。
