権力や責任が一つの組織や人物から別の組織や人物に恒久的に引き渡されること。主に政府や組織で使われます。

Usage Notes (Japanese)

フォーマルで政治や組織内でよく使われます。「devolved powers」「devolved responsibilities」のような固定表現があります。一時的な委任ではなく、恒久的な移譲を表します。
