'declare'는 뉴스, 법률, 공식 발표 등 공식적인 상황에서 자주 사용됩니다. 'declare war', 'declare independence', 'declare bankruptcy'처럼 자주 쓰이는 표현이 있습니다. 일상 대화에서는 적합하지 않습니다.
