物や車両などを、所有者の許可なく公的・軍事的目的で権力を持って取り上げること。

主に官公庁や軍などの権限で使われ、所有者の同意なしに行われる点が特徴です。「借りる」とは異なり、強制力があります。日常的な貸し借りには使いません。
