공식적으로 여러 사람에게 동시에 전달되는 문서나 공지로, 기관 내에서 정보나 공지를 알릴 때 사용됩니다.

주로 조직 또는 회사 내에서 공식적으로 쓰이며, 광고 전단지(flyers)와 다릅니다. 예) 'circulars를 보내다', '회람문을 발송하다' 등.
