यह बहुत औपचारिक शब्द है; लगभग हमेशा आधिकारिक या प्राधिकृत वक्तव्यों में प्रयोग होता है। सामान्य आलोचना के लिए इस्तेमाल न करें, वहाँ 'criticized' या 'blamed' ठीक है। आमतौर पर सरकार, संसद या संगठन जैसे संदर्भों में आता है।
