他人に対して繰り返し、または深刻に危害や虐待を加える人。身体的・精神的・薬物などの虐待が含まれます。

深刻な状況（「児童虐待者」「薬物乱用者」「家庭内暴力の加害者」など）で使われます。軽い悪ふざけには用いません。
