正式に認められていない、承認や権限を持たないこと。公式な手続きがない状態。

Usage Notes (Japanese)

「非公式」はイベントや立場が公に認められていない場合に使う。「unofficial results」や「unofficial spokesperson」などでよく用いる。違法という意味ではない。
