空気や水などが不規則に激しく動くこと。また、混乱や不安定な時期を表す場合にも使われます。

Usage Notes (Japanese)

主に航空機などの乱気流や、社会・政治の混乱を表します。「bump」や軽い揺れとは区別して使います。日常のちょっとした揺れには使いません。
