ある場所や建物に長く、もしくは正式に住んでいる人を指します。病院や施設の入居者の意味もあります。

Usage Notes (Japanese)

公的書類やフォーマルな場面でよく使われます（例：'市の居住者'、'永住者' など）。'市民'（citizen）とは違い、その場所に住んでいるだけの人にも使います。
