『雨が降る』の三人称単数形で、今雨が降っている時や、普段雨が降ることを表します。

Usage Notes (Japanese)

主語は必ず“It”になります。“It rains heavily”は激しい雨、“It pours”も使います。“It strong rains”とは言いません。
