法律や規則に反する行為や犯罪を行った人を指します。特に重大な犯罪や悪事の場合によく使われます。

主にニュースや警察や法律の文脈で使われます。日常会話ではあまり使用されません。「事件の加害者」や「加害者が特定された」などの表現で使います。
