ある特定の人や物、事柄を指すときや、こだわりが強い・選り好みする人について使います。

Usage Notes (Japanese)

名詞の前で使うと「特定の」、'be particular about ...' で「～にこだわる・うるさい」意味になります。「special」とは違い、単に「特定の」という場合が多いです。
