他人を自分の有利になるように、ずる賢く、時には不正に操ろうとする人を指します。通常ネガティブな意味です。

基本的に否定的な意味で使われます。「manipulative」は人の性格や行動によく使われますが、「manipulative ad（広告）」など物にも使われることがあります。
