特定の条件を満たしていて、何かをすることや受け取ることができる状態。

Usage Notes (Japanese)

公的書類やフォーマルな場面で使われます。「suitable」（適切）や「qualified」（資格がある）とは異なります。「eligible for」「eligible to do」と使うことが多いです。

You must be 18 years old to be eligible to vote.
