這是“discuss”的 -ing 形式，表示就某件事進行討論、交換想法、分析問題或作出決定。

Usage Notes (Chinese (Traditional))

'Discuss' 後面通常直接接主題：說 'discuss the problem'，不說 'discuss about the problem'。'Discussing' 常出現在 'be', 'start', 'keep' 等動詞後面，也常見於 'be discussing plans' 這類結構中。
