这是“discuss”的 -ing 形式，表示就某件事进行讨论、交换想法、分析问题或作出决定。

Usage Notes (Chinese (Simplified))

'Discuss' 后面通常直接接主题：说 'discuss the problem'，不说 'discuss about the problem'。'Discussing' 常出现在 'be', 'start', 'keep' 等动词后面，也常见于 'be discussing plans' 这类结构中。
