すべての権力が一人または少数の人に集中し、市民がリーダーを自由に選ぶことがほとんどできない政治体制です。

主に政治的な文脈で、否定的な意味合いで使われます。「独裁を敷く」「独裁下で暮らす」「独裁を終わらせる」などの表現とよく組み合わせます。君主制や権威主義とは使い分けます。
