「declined」は、申し出や招待などを丁寧に断ること、または何かが減少・悪化したことを表します。

フォーマル・インフォーマル両方で使われます。申し出・招待の丁寧な断りや、数値や状態が下がるときに使います。'denied'（否定する・許可しない）とは違います。
