ある人が強迫的だと言う場合、それは自分の意思で止めたくても繰り返してしまう行動や習慣があることを意味します。コントロールしづらい癖や行動に使われます。

'Compulsive'は主に「compulsive gambling」や「compulsive lying」など、否定的な習慣や行動に使われます。自分で制御できない癖というニュアンスです。「impulsive」とは異なり、衝動的ではなく繰り返しやめられないことです。
