誰かの功績や行動を正式または公に称賛すること。または、公式に推薦することも意味します。

'commend'は'praise'よりフォーマルで、公式なスピーチや文章でよく使われます。『commend someone for...』（称賛）、『commend something to someone』（推薦）の形が一般的です。日常会話ではあまり使いません。

The teacher commended the student for her hard work.
