民間人とは、軍や警察などの武装組織に属していない一般の人です。兵士などと区別する際に使われます。

ニュースや軍事、法律関連でよく使われます。'civilian clothes'は制服ではない普段着を指します。'citizen'（市民）とは異なり、観光客も『民間人』です。
