市民や国民とは、国に正式に登録されている人々で、権利や義務を持っています。また、都市や町に住む人々を指すこともあります。

政府、法律、ニュースなどでよく使われます。「市民」や「国民」は、住民（住んでいるだけの人）とは区別されます。「市民権」「一般市民」「法を守る市民」 などの表現によく登場します。
