物事を徐々に努力や加工によって別の形、製品、結果に作り上げること。

Usage Notes (Japanese)

やや堅い表現で、形ある物や抽象的なものの変化を述べるときに使う。単なる 'work up'（興奮させる、準備する）とは区別。'into' の次に完成形や成果が続く。
