用于表示“无论是谁”或“任何人”，不强调具体是哪一个人。也可以用来引导从句，表示这个人的身份未知或不重要。

它常见于较规范或稍正式的英语中，但在日常口语里也很常用。常见结构有 'whoever wants to come'、'give it to whoever answers'，也可用于加强语气，如 'Whoever told you that?'。不要和 'who's ever' 混淆，两者不同。
