Definition

用手勢示意某人前進、繼續或通過，通常表示允許或鼓勵對方行動。

Usage Notes (Chinese (Traditional))

常用於開車或人多時，表示讓對方先行，總是手勢，不是口頭用語。通常指你有權讓對方通過。別和'wave at'（打招呼）混淆。
