ひもやロープなどで物や人をしっかりと縛ること。または、誰かを忙しくさせて他のことができない状態にすること。

物理的にしばる意味と、忙しくして手が離せないという比喩的な意味があります。'I'm tied up' は「今手が離せません」というニュアンス。'tie'（ネクタイ）と混同しないでください。
