突然激しく怒って、大声を出したり文句を言ったりして感情を強く表に出すこと。

Usage Notes (Japanese)

主に子供の行動に使われますが、大人にも当てはまります。「throw a tantrum」と同じように使えます。やや否定的な表現です。
