実際に一歩前に出ること、または自ら進んで協力や情報提供を申し出ること。

Usage Notes (Japanese)

文字通りに体を一歩前に出す意味と、自ら進んで行動を申し出る比喩的な意味の両方で使われます。「volunteer」を募集する場面でよく使われます。「step up」と混同しないこと。
