利害関係や公平性に問題がある場合に、自分を正式に事件や決定から外すこと。法律や公的な場面で使われる言葉です。

Usage Notes (Japanese)

厳密に法的・公的な場面で使われ、「refuse（断る）」とは意味が異なります。「recuse oneself」でよく使います。
