非常に高い、強い、またはすごすぎて、普通の基準では測れない状態を表します。

カジュアルな表現です。感情や強さ、盛り上がりなど、数値で表しにくい場合に使われます。「off the charts」と意味が近いです。実際の測定には使いません。
