안전상의 이유로 어떤 장소의 출입을 완전히 통제하거나 막는 것. 주로 비상 상황에서 사용됨.

주로 비상사태(감염병, 테러 등)에서 사용. 'lock up'(물리적으로 잠그다)나 'shut down'(운영을 종료하다)와 혼동하지 말 것.
