이 표현은 어떤 일이 더 일찍 일어났어야 했다고 느끼거나 오래 기다린 끝에야 일이 이루어졌을 때 사용한다.

비공식적인 상황에서 불만이나 안도의 감정을 나타낼 때 쓴다. 주로 'it's about time you...' 다음에 과거 시제가 이어진다.
