Definition

問題や争いごとを起こしたり、他の人をそうするように仕向ける人たちのこと。特に悪い行動や混乱を引き起こす場合に使う。

'扇動者'は表立って指導する人ではなく、陰で問題を起こす人を指します。「暴力の扇動者」などと使います。'トラブルメーカー'よりも堅い表現です。

The police arrested the instigators of the fight.
