誰かがバカまたは頭が固いと言うと、その人は理解力がなくて、時にはイライラさせたり、おかしく思わせたりします。

「バカ」「頭が固い」は侮辱やふざけて使うカジュアルな表現です。フォーマルな場にはふさわしくありません。「Blockhead」や「Dumb」と似た使い方です。
