어떤 일이 완전히 멈추거나 중단되어 더 이상 진행되지 않는 상태를 말합니다.

'교통', '경제', '협상' 등에서 자주 쓰입니다. '일시정지(pause)'와 다르게 완전히 멈춘 것을 의미합니다.
