他の人に遅れていたのが同じレベルに追いつくこと、または何かに夢中・没頭している状態、さらにとても忙しい・手が離せない様子も表す表現です。

'get caught up'は「追いつく」、「be caught up in」は「巻き込まれる・夢中になる」、「get caught up with」は「情報交換・再会」の意味。'catch up'（原形）と混同しないように。

I finally caught up with my homework after the weekend.
