事件や事故の現場に居合わせているが、直接関わっていない人たち。見ているだけの人。

Usage Notes (Japanese)

'傍観者'は中立的な意味ですが、助けずに見ているだけの場合、やや否定的にもとられます。ニュースや事件でよく使われます。「目撃者（証言する人）」とは少し違います。
