自分で決定し、独立して行動する能力や権利。また、地域や組織が自分たちで運営することも指す。

「personal autonomy」「local autonomy」「greater autonomy」などの形でよく使われます。「independence（独立）」よりも大きな枠組みの中での自律を意味します。
