何かがそう見える、そう思われる時に使います。完全に確信がない場合や、見たり知った情報から印象を述べる時に使われます。

Usage Notes (Japanese)

「appear to be」「appear to have」などの表現でよく使われます。「seem to」より少し堅い印象があり、推測・観察を表します。「disappear」と混同しないように。
