人々を扇動して抗議や反乱を起こそうとする人物や団体を指します。また、機械の中で物をかき混ぜる装置も意味します。

人に対して使う場合は否定的な意味合いが強いです。機械の場合は中性の意味で使います。「政治的扇動者」などの表現で使われます。
