まったく無理、許されないという意味です。

この表現は、強い拒否や絶対に不可能であることを伝える決まり文句です。文字通りの質問には使いません。正式・非正式な場面どちらでも使えます。

Traveling abroad this year is out of the question for me.

今年海外旅行に行くのは私には**論外**です。

Buying a new car is out of the question right now.
