不吸菸者是指不抽菸（香菸、雪茄或任何菸草產品）的人。

常見於正式及非正式場合，如健康聲明、標誌（如“禁菸區”）。不要和“戒菸者”混淆，後者指以前抽菸現在戒了的人。
