安全や事件のために、バリケードやテープ、人員で特定の場所を囲み、立ち入りできないようにすること。

Usage Notes (Japanese)

主に警察や公的機関が公式にエリアを“封鎖する”場合に使われます。日常的な区切りには使いません。『cordon off the street』のように場所を伴います。
