アメリカ合衆国議会で正式に可決された法律。とても実現が難しいことを比喩的に表す場合にも使う。
Usage Notes (Japanese)
米国の正式な法律として使うが、口語や冗談で「すごく難しいこと」の比喩にも使う（'It takes an act of Congress'）。他国の法律には使わない。
