Usado bastante em contexto de negócios, esportes ou educação para comparar resultados com objetivos estabelecidos. É um pouco formal e comum em notícias e relatórios. Pode-se dizer também 'fall short of expectations'. Não confundir com 'miss the goal', que é literal.
