특히 국가, 집단, 사람들 사이에 갈등이나 전쟁 상태에 있는 것. 비유적으로 심각한 갈등이나 분쟁에도 사용됨.

주로 국가 간 전쟁이지만, 오래가는 개인 간 갈등도 나타낼 수 있음. '다투다'보다 더 공식적이고 심각한 어감.
